who themselves say they had been shipped at Macao, and not aware of any of their reason for Emigration from Hong Kong and reason for putting Macao in the same category.
I have now the honor to forward 14 July, in compliance with your request Copy of the Rules for the conduct of Emigration under Contract from this Port. I also transmit Copy of my despatch to the Right Honorable Secretary of State explaining those Rules,

4. I will now venture to make one or two observations as to the policy of the proposed prohibitions by the Chinese Authorities, whose views you have decided to adopt, and first I declare my conviction that it is not for the interest of the Chinese Coolie, and that it is impolitic in the highest degree to close or even to hamper, in any exceptional way the Emigration operations from this Port so long as Macao remains open, and cannot be controlled by Chinese Edicts or Regulations.
